Jean Young Flyer
Jean Young, a current Qualicum Beach councillor, is running for re-election to Council in the October 17, 2026 local election. This fact check tests the policy and money claims in Jean Young’s 2026 campaign flyer against Town of Qualicum Beach records: Council minutes, budgets and staff reports. We rated seven claims: five accurate and two misleading. We also set out the record behind two of the promises.
Young’s flyer holds up on her attendance, her conference work, transparency and the groups she says she has supported. Her healthcare record matches her promises, though Council voted down several of her motions. Her claim to have advocated for responsible financial management leaves out that she backed the Eaglecrest funding plan and moved its budget increase. The “Re-wilding Second Avenue initiative” is an idea she has raised, not a Town initiative.

“Advocated for responsible financial management.”
Misleading She has argued for tighter control of spending on the Eaglecrest course work. But she also backed the plan that paid for Eaglecrest from Town reserves, moved its budget increase to $21.2 million, and supported every tax increase this term.
- In February 2026 she voted against the $1.18 million contract for the Eaglecrest course work, and against letting staff approve up to $1.65 million and report only at the end. All five motions passed 3–2. In June 2026 she moved that staff give regular progress reports; no one seconded it.
- She seconded the July 2025 plan to pay for Eaglecrest, and in June 2026 moved the increase in its budget from $20,688,000 to $21,199,800. It carried 4–1, with Councillor Harrison opposed.
- She supported every Town budget and tax bylaw this term. Town tax went up 5.9% in 2023, 7.7% in 2024, 6.6% in 2025 and 6.5% in 2026.

“Preserve our parks, trails, beaches, and natural environment, including the Re-wilding Second Avenue initiative.”
Misleading There is no Town initiative by that name. Re-wilding Second Avenue is an idea she has raised. Council has never voted on it and has set no money aside for it.
- The only Town record is her own report to Council in September 2026. It mentions “hearing about the possibilities of “rewilding Second Ave”” with the Mount Arrowsmith Biosphere Region.
- In September 2026 she moved a related motion: staff will scope options for restoring School Creek for Council’s 2027 planning. That is a separate project.

Accurate She missed 5 of 168 meetings with published minutes this term, the second-best record on Council. Town records show her at national, provincial and Island conferences.
- From November 2022 to July 2026 Young attended 163 of 168 Council, special Council and Committee of the Whole meetings (97%). Councillor Vander Valk missed 2, Mayor Westbroek 6, Councillor Skipsey 7 and Councillor Harrison 33. About 20 meetings, mostly closed sessions, have no published minutes, so they aren’t counted.
- Her reports to Council list the Federation of Canadian Municipalities conference in 2023 and 2025 and the Association of Vancouver Island and Coastal Communities conference in 2026. The Town’s annual reports say all of Council went to the Union of BC Municipalities conference in 2023, 2024 and 2025.
- Three of the meetings she missed, on October 23 and November 20, 2024, were during conferences. Her report says a ferry cancellation kept her from getting back for November 20.
- Her expenses for 2023 to 2025 were $19,714, the second-lowest on Council. The others ranged from $19,268 to $21,437. The Town reports one total per member, so conference costs can’t be separated out.

“Supported local healthcare, parks, businesses, and community organizations such as Flowerstone Society, MIHA, Nanaimo Hospital Foundation, the QB Museum, TOSH, St. Stephen’s United Church, and the QB Collective.”
Accurate The record backs this up. She moved or seconded grants to several of these groups, and voted for more money when Council cut requests.
- In July 2024 she moved a $10,000 grant to the Flowerstone Health Society to recruit nurse practitioners. In July 2026 she voted for $300,000 to the Nanaimo & District Hospital Foundation for equipment at the new Primrose Street clinic.
- In December 2025 she moved early budget approval of $50,000 for TOSH (The Old School House Arts Centre), and seconded a $10,000 grant to St. Stephen’s United Church.
- When Council cut the QB Collective’s event grant from $2,500 to $1,000 in May 2026, she voted against the cut. Her January 2026 motion to back the Collective’s application for a provincial grant was defeated 2–3.
- MIHA is the Mid Island Health Alliance. The $38,700 it received came from 100 Women Who Care, a group Young belongs to, not from the Town.
- Young says she is a member of St. Stephen’s and the QB Collective, and she voted on money for both. The Community Charter bars a councillor from voting on a matter in which they have a financial interest. The BC Court of Appeal has found that directors of a society have one when Council votes the society money. We found no record that she is a director of either group. No member of Council has declared a conflict of interest in the minutes published this term. The Town’s conduct policy asks members to actively avoid “any perceptions of Conflicts of interest”.

“Committed to transparency, accountability, and fiscal responsibility.”
Accurate Her record backs this up, especially on Eaglecrest, where she pushed for more oversight than most of Council. But she hasn’t moved on some of the changes she says she supports.
- In February 2026 she voted against all five motions on the $1.18 million Eaglecrest course work. They let staff approve changes up to $1.65 million and report them to Council only “at the close” of the project. All five passed 3–2. In June 2026 she moved that “staff provide regular progress reports as the Eaglecrest project advances.” No one seconded it.
- In 2023 she moved a second monthly public open house. In March 2026 she moved a draft policy to make development reviews “transparent, consistent, and understandable to applicants and the public.” Council sent it to 2027 strategic planning, over her vote.
- She says she supports spoken public comment at Council meetings and posting letters to Council online, but she hasn’t moved either. In December 2024 she voted with the rest of Council to replace the monthly open houses with quarterly town hall meetings, as a trial for 2025. At a committee meeting in November 2024 she voted against $40,000 for a consultant to run public engagement on the tree bylaw and update it.
- In 2025 Elections BC fined her $650 for accepting a prohibited contribution in her 2022 campaign, $1,778.39 over the $2,500 limit. The maximum was $3,556.78. The notice says she “cooperatively brought yourself into compliance” and returned the money. It also says “Your campaign was not responsive to some of the Investigators requests for information.”

Better access to healthcare
“Continue supporting the recruitment and retention of family physicians and nurse practitioners.”
Accurate She has supported recruitment, though the Town’s part is small. Recruiting doctors is mainly the Province’s job.
- She moved the $10,000 for Flowerstone’s nurse practitioner recruitment in July 2024, and has been Council’s liaison to Flowerstone since then.
- In 2024 Council, Young included, declined to add the Chamber of Commerce’s $18,900 health worker recruitment proposal to the budget, and she moved to close the file. Town staff wrote that “Physician recruitment is not traditionally a service provided by local governments.”

Better access to healthcare
“Continue advocating for expanded healthcare services, future medical facilities, and long-term care facilities.”
Accurate She has, and was often outvoted.
- In February 2025 she moved a letter asking Island Health to expand the Eagle Park long-term care home. It was defeated 2–3.
- In October 2025 she voted against refusing the 125-bed care home at 431 College Road. Council refused it 3–2.
- In April 2026 she asked that free commercial space in a new First Avenue building be set aside for Flowerstone. It was defeated 1–4.

Supporting local businesses
“Advance handicap accessibility in public spaces and facilities.”
This is a promise, so we don’t rate it. Her record is mixed. She voted for the accessibility spending that came before Council, but also for plans that put accessibility work off. The biggest of those plans paid for Eaglecrest.
- For: she seconded the Town’s Accessibility Plan (a year after the provincial deadline) and an extra $50,000 for accessibility. She voted to require accessible washrooms at St. Andrews Lodge and to keep the beach Mobi-mat. She moved the accessible drinking fountains at the skatepark.
- Put off: she seconded the July 2025 plan to pay for Eaglecrest, which pushed $115,000 of accessibility work from 2028 to 2029. She voted with the rest of Council to schedule the Accessibility Action Plan for 2028, and with the majority to dissolve Council’s committee on public safety and accessibility.
- Accessibility is Councillor Harrison’s portfolio. He voted against dissolving the committee and against the Eaglecrest plan.

This is a promise, so we don’t rate it. We found no Town record of her raising it at Council.
- Her questionnaire answer says she raised an informal advisory group “earlier this year,” and that staff told her to bring it to the next strategic planning meeting. We found no motion or written report on it.
- In December 2024 she voted with the rest of Council to replace the monthly public open houses with quarterly town hall meetings. In 2024 and 2025 she voted to dissolve three Council committees: public safety and accessibility, airport users, and parks and recreation.
