What Council did fund
The Town does fund community groups. Most of that money goes to a few yearly partners. Then there are a few larger one-off payments, small event grants, and property tax breaks for 31 properties. Staff wrote in May 2025 that “Council does not provide Grants in Aid,” so there is no open grant program. What was given toward the underfunded items, $725,600 including $590,000 set aside for Qualicum Commons maintenance, is in those tables.
Every year: the Town’s partners
From the Town’s Community Partnerships and Events budget. Over these four years it comes to $1,402,054 for events, the museum, the Chamber and Tourism, plus $2,860,811 for the regional library.

2023 and 2024 are actual spending, 2025 is the Town’s projection and 2026 is the budget. The Chamber’s agreement sets $59,000 for 2025 and $60,770 for 2026. The budget doesn’t say what the rest of its 2026 line is for.
Event sponsorships: $17,984 approved for 10 events
Council set up a $10,000-a-year event fund in May 2025, with a limit of $2,500 per group. Groups are paid only after they send receipts. It has given out two rounds. Every application, vote and what happened next.

Council turned down the Lawn Bowling Club’s $800 for its Victoria Day tournament because it was a members’ event. In 2025 staff didn’t put two of the Collective’s applications to Council: one was for an event already held, and one was at a small venue.

Property tax breaks: $305,503 a year
Council can excuse non-profits, churches and some other properties from property tax. For 2026 it exempted 31 properties belonging to 26 organizations. The Town’s own share of that tax is $305,503 a year. With school, regional and other taxes it comes to $648,751. The 6 churches together account for $26,945 of the Town’s share ($52,644 in all taxes).
