What it is
Climate mitigation means cutting the greenhouse gases that cause climate change. The Town's Environment and Sustainability Committee wrote a list of possible actions. It is called the Climate Mitigation Actions Matrix. The committee is made up of residents and chaired by a councillor.
A draft of the matrix sorts actions by topic, with timelines and rough costs. Examples include moving Town vehicles and equipment to electric and upgrading Town buildings. Some actions are marked as costing over $500,000.
Council set aside $25,000 in 2027 to begin carrying out the matrix, with details to come at a later planning session. On July 23, 2025, Council moved the money to 2028. The resolution says each deferred item waits one year, or until the Strategic Initiatives Reserve is paid back from future land sales.
What happened
- May 18, 2022Council asked the Environment and Sustainability Committee to recommend climate mitigation actions.
- April 19, 2024The committee voted unanimously to recommend that Council adopt the matrix.
- June 26, 2024Council referred adopting and carrying out the matrix to its 2025 strategic planning process, held in fall 2024, to look at resources and work plans.
- December 11, 2024Council approved $25,000 in 2027, with more detail to come at the fall 2025 planning session.
- July 23, 2025Council moved the $25,000 from 2027 to 2028 (4–1, Councillor Harrison opposed). A duplicate listing of the matrix was also among new ideas pushed to 2027 planning.
- October 24, 2025The planning slides marked that duplicate listing for deletion, noting the financial plan already included the item.
- April 1, 2026The 2026–2030 Financial Plan shows $25,000 in 2028.
Why it matters
- The records we found do not show Council adopting the matrix itself. The June 2024 motion sent both adoption and implementation to planning.
- In a September 2026 report, Councillor Jean Young wrote that high priority should go to the proposed climate mitigation actions in strategic planning.
- Staff said the Qualicum Commons lease and the Eaglecrest purchase were not in their work plans for 2025 or 2026, so other planned work had to move.
- The 2026–2030 Financial Plan says Council's ability to go ahead with 2027 and later initiatives depends on paying back the Strategic Initiatives Reserve.
