What it is
The Official Community Plan (OCP) is the Town's long-range land-use plan: where homes, shops and parks go, and how much can be built. Qualicum Beach adopted its current one, Bylaw No. 800, in 2018.
Staff put two options to Council for 2025. Option 1 was a multi-topic review, covering the plan as a whole. Option 2 was a narrower review focused on housing, budgeted at $55,000.
On December 11, 2024 Council chose Option 2. The multi-topic review was not advanced to the 2025–2029 Financial Plan. The housing-focused review went into the plan for 2025.
What happened
- May 24, 2023Council creates an Official Community Plan Review Steering Committee and commissions a Quality of Life Survey to feed into the review.
- November 8, 2023After the Province's November 2, 2023 housing announcement, Council directs staff to report on the process and timelines for amending the OCP, including moving the Urban Containment Boundary to match the Village Neighbourhood. Carried 3–2, Councillors Harrison and Young opposed. A separate motion to defer all land-use planning initiatives to 2027 or beyond fails 3–2.
- September 11, 2024Council moves $10,000 from the housing legislation budget to the Quality of Life Survey and re-issues the survey tender.
- December 11, 2024Council does not advance the multi-topic review to the 2025–2029 Financial Plan, and advances a housing-focused review with $55,000 for 2025 instead.
Why it matters
- The narrower review was still under way when the Eaglecrest purchase took staff time in 2025 and 2026.
- Several housing items on this site — the Ravensbourne affordable housing phases and the 1085 Ravensbourne Lane application — were held back to wait for the 2025 OCP review.
