What it is

The Visual Identity Refresh would give the Town one consistent look. That means a logo, standard colours and fonts, and templates for things like letterhead, signs and social media. The new look would then be put on Town signs and vehicles.

Before July 2025, the plan had $20,000 in 2026, $50,000 in 2027 and $50,000 in 2028, for a total of $120,000. There was also $30,000 in 2025. The money comes from the Strategic Initiatives Reserve, a savings fund for Council projects.

On July 23, 2025, Council moved each year's money one year later, to 2027, 2028 and 2029. This was part of the Eaglecrest funding plan (Resolution 25-180, carried 4–1, Councillor Harrison opposed).

What happened

  1. November 10, 2023Staff describe the project for 2024 strategic planning (item SI-35-24), with an estimate of $150,000. A committee of Council moves it from 2024 to 2025.
  2. December 11, 2024Council moves its budget from 2024–2027 to 2025–2028.
  3. June 25, 2025Staff ask to start a request for proposals and a community working group. Council defers the item to July 16 (unanimous).
  4. July 16, 2025Council postpones the refresh to fall 2025 strategic planning (unanimous).
  5. July 23, 2025Council moves the 2026, 2027 and 2028 money one year later as part of the Eaglecrest funding plan (4–1).
  6. April 1, 2026The 2026–2030 Financial Plan shows $0 in 2026, $20,000 in 2027, $50,000 in 2028 and $50,000 in 2029.

Why it matters

  • Staff said the July 2025 changes were needed because the Qualicum Commons lease and the possible Eaglecrest purchase were not in staff work plans for 2025 or 2026.
  • The refresh had already been postponed by Council on July 16, 2025, one week before the Eaglecrest decision.
  • The 2026–2030 Financial Plan says the Town borrowed $542,000 from the Strategic Initiatives Reserve for Eaglecrest, and expects to pay it back in 2027 and 2028 from Eaglecrest land sales.
  • In September 2026, Council approved flag poles at the renamed Qualicum Beach Eaglecrest Golf Course, to be installed after Council approves a visual identity program for the golf course. The records do not say whether that program is connected to the Town-wide refresh.
