Mischa Oak Flyer

Mischa Oak is running for Council in Qualicum Beach in the October 17, 2026 local election. This fact check tests the policy and money claims in Mischa Oak’s 2026 campaign flyer against Town of Qualicum Beach records: Council minutes, budgets and staff reports. We rated one claim: one accurate. We also set out the record behind four of the promises.

Oak’s flyer is mostly promises. What it states as fact mostly repeats his website, and the record there hasn’t changed: the Town spends about $2 million a year on consultants, and major decisions were made in closed meetings and released months later. He is right that arts and culture have no current plan: the Town’s only cultural plan ran from 2012 to 2017. His voting dates and place are right.

Accurate

  1. Vote for arts, culture & community

    “Arts, culture, recreation, and community life make our town better. We deserve a plan.”

    Accurate The Town’s cultural plan, Making Culture Count!, covered 2012 to 2017. It hasn’t been replaced, and no update is scheduled in the 2026–2030 Financial Plan.

    • When staff scoped a proposed Arts and Culture Committee in October 2024, they referred to the plan by its dates, 2012 to 2017. In December 2024 Council closed that proposal, unanimously.
    • The Interim Sustainability Plan Council received in November 2025 says “The Town works with the community on social and cultural planning projects.” It sets a direction, not a plan.

Promises: the record so far

We don’t rate promises. Where the flyer points to the candidate’s record, here is what it shows.

  1. Vote for a town that answers the phone

    “Too much money goes to consultants and senior management, and not enough to ensuring there is staff to serve you. I’ll push to change that.”

    This is a judgment, so we don’t rate it. It is the same point as on his website. The Town’s supplier lists show about $2 million a year to consultants. We didn’t check senior management pay or staffing levels.

  2. Vote for transparency & long-term planning

    “Less secrecy. Public engagement needs to happen before decisions are made.”

    This is a promise, so we don’t rate it. The record: Council made several major decisions this term in closed meetings, and the public learned of them months later.

    • Eaglecrest decisions from closed meetings in February and July 2025 were released on November 20, 2025, after the rezoning was adopted. The Eaglecrest restaurant lease and the interim maintenance contract were approved in a closed meeting on March 11, 2026, and made public on June 24.

  3. Vote for healthcare

    “I’ll push for a regional Oceanside head-to-toe healthcare recruitment strategy.”

    This is a promise, so we don’t rate it. The Town’s part in recruitment has been small. Recruiting doctors is mainly the Province’s job.

    • In July 2024 the Town gave the Flowerstone Health Society $10,000 to recruit nurse practitioners.
    • In 2024 Council declined to add the Chamber of Commerce’s $18,900 health worker recruitment proposal to the budget. Town staff wrote that “Physician recruitment is not traditionally a service provided by local governments.”

  4. Vote for natural spaces

    “Protect and plan for the climate resilience of our forests, beaches, rivers and parks.”

    This is a promise, so we don’t rate it. The record: the Town adopted a Community Wildfire Resiliency Plan in June 2024, but pushed its Urban Forest Master Plan update to 2030 to help pay for Eaglecrest.

We didn’t rate his other statements, such as the small-town look and feel, the size of new housing, a downtown that doesn’t stop at 5 pm and a town that answers the phone. They are aims, not claims of fact. We didn’t check his background, because the Town records we hold don’t cover it: his years in Qualicum Beach, his company, his book, his 17 years of teaching including five at Ballenas Secondary, his work with The Old School House, his King Charles III medal, his education and his Loran scholarship.
